The City of Cape Coral and the downtown Community Redevelopment
Agency (CRA) are moving forward quickly with a number of important
commercial and mixed-use initiatives to increase these uses and
developments within the City. The initiatives include major land
use and zoning changes, as well as financial incentives.

Featured Commercial/Mixed Use Districts
Cape Coral Community Redevelopment Area (CRA)

There are more than $1 billion of mixed-use projects planned in the Community Redevelopment Agency area located in southeast Cape Coral. “Walk, live and play”—right in the heart of Cape Coral’s downtown district. Located within the southeast portion of Cape Coral, this traditional downtown area is going through a major redevelopment transition. The City of Cape Coral has adopted mixed-use codes that promote high quality, pedestrian-friendly, mixed-use commercial and residential development. The new codes permit up to 40 dwelling units per acre and a nonresidential bulk that is four times the lot area. There are several major developments in the pipeline. The CRA downtown development will be a major commercial hub and active downtown for Cape Coral within the next few years.
Tax Increment Financing (TIF) is available for new development in the CRA. Ms. Barbaccia helped craft the new zoning codes for the CRA during her tenure with the City of Cape Coral and is working on a number of development projects in the downtown area in her capacity as Planner for AMB Planning Consultants, Inc. Pine Island Road Corridor
One of the fastest growing areas for new commercial development in the region is within the Pine Island Road Corridor in Cape Coral. The City has adopted land use amendments and codes that promote commercial and mixed-use development and require the use of high quality architectural and landscaping elements. The Pine Island Road Corridor begins just east of US 41 and bisects the City west to Pine Island.
There is significant new commercial development along this corridor with many more opportunities developing. It is one of the few areas in the Cape large enough to support big box retail and is expected to provide much needed goods and services to a growing population that is expected to exceed 400,000 when the City is fully built out. Its mid-Cape location makes it ideal for existing and future consumers.

All the developments are bounded by developing residential areas
that are drawing new consumers to the area. New stores include
Wal-Mart, BJ’s, Lowe’s, Home Depot, Kohl’s, Walgreens and CVS drug
stores, Carrabas and Outback Steakhouse restaurants, and major
supermarkets. A major medical facility is also planned for the
corridor.
Commercial Activity Center Districts
In 2005 and 2006, the City of Cape Coral adopted a new mixed-use land use district, known as the Commercial Activity Center, which has been mapped at a number of locations within the City. This district allows up to 16 dwelling units per acre (up to 20 units per acre in a mixed-use building) and up to 2.0 Floor Area Ratio for nonresidential development. This district provides developers with a tremendous amount of design and development flexibility. The park
encompasses 472 acres in Northeast Cape Coral. Most of the area is
currently undeveloped, with only partial utility infrastructure in
place. The land is being subdivided and platted for industrial or
office and corporate headquarters development.
Mid-Cape
Industrial Park
Mid-Cape Commerce Park is a 143-acre industrial park located just
off busy Del Prado Boulevard, immediately south of Cape Coral
Hospital. It was one of the City’s first industrial commerce areas and is
occupied primarily by service industries and warehouses.

Its 143 acres have full water, sewer, broadband services, and a Foreign Trade Zone designation. The area is adjacent to large residential areas with an existing strong consumer base and labor force.|

North-Cape Industrial Park
This 92-acre park in Northeast Cape Coral is home to light manufacturing. It is close to US 41 (Tamiami Trail), a major North/South route through the entire Southwest Florida area. It is served by water, sewer and broadband service, and has a Foreign Trade sub-zone designation.Business

Impact Fee Deferrals
Businesses can qualify for deferments on impact fees the city collects to pay for roads, water, sewer and other infrastructure. For instance, those investing in shell buildings can receive deferrals for up to 36 months.
